This is certainly one of the cutest machinist tools ever made. Made by Harvey Hubbell. Has Dec 31, (18)89, Nov 14, (18)93, June 5, (18)94, and Oct 16, (18)94 patent dates on the handle.

It is used to gauge the turning speed of shafts and pulleys in a shop to attain optumum efficiency for the machinery.
